Conservation is funded by the very people who participate in the sport. The guy was obviously assisting in the hunt and participating in a big way. If he’s going to wear camo, chase birds, film it all and be with the hunter, then he’s hunting as well. He’s enjoying the resource the same as the guy holding the gun. He needs a license. All states have differently worded regs. Someone sitting in a stand enjoying the company of their family member while they hunt deer is different IMO, than a guy running and gunning with a camera in pursuit of turkeys. Some may disagree. If he’s going to participate then he needs to pay.
