only an asshole would give a woman sunbathing on the back of the boat a fishing w/o license ticket. I agree, multiple things can be happening on a boat at same time. My wife just likes being on the boat, never seen her fish… Does she need a boating license even though there is no intention of driving it? I mean, she IS in the boat...
