In the article it says…
“According to Rubio, the department is "reorienting" the agency's foreign assistance programs, and will continue its "essential lifesaving programs”
So it seems as if some of the funds this organization used will still go to foreign nations. I wish we would shut it down and redirect those funds somewhere at home. My understanding is there are some useful parts of USAID that just needed to be moved over to the State Department for management and oversight, which they did not have while at USAID. Spreading money around to other countries is what keeps them giving us valuable info, accepting deportees, allowing military overflights of countries etc...
