People seem to miss the part about the tariffs bringing manufacturing back to the USA. Who exactly are going to do all these new jobs?

If you know of a plan that would get us where we need to be without a little pain up front, i would love to hear it. And im pretty sure all the other countries have to do is put our tarrifs at 0% and we would do the same. Everybody blames Trump but theres a whole lot of other people who could put an end to the tariffs. Did you miss the part where I said it needed to be done?
