Why aren't we making our own toilet paper in the states? I thought we still made paper products here? Or is just lumber?

We used to. Rust Construction and Engineering back in the day specialized in paper mills. They designed the very paper mills the Chinese use now. The deal was Rust Engineering designed it for free but Rust Constructors would build it.
China stole the engineering plans and built them with slave labor. Rust Engineering shut down soon after and Construction a few years later. They've repeated that process with the help of the US Government and both Republican and Democrat parties with zero repercussion. They have systematically been allowed to rape the US for decades. Thankfully someone is stepping in to stop some of it.

Had we done this with Russia, there would be a different tune being sung. But somehow it's ok because it's China.

We still do. Most of the toilet paper used here is made here. We also import some, but we also export some.

I’m sure some of it is up to the individual brand and where they choose to get their supplies, but also just the sheer massive consumption of 400m using the bathroom every day.
