On the first question, you're very naive if you don't think this happens on a regular basis from opening day of gun deer season to January 15th every season.
Back before they pretty much banned it altogether in Winston county it started about a week before BOW SEASON. Of course they were just "training their dogs". GW was told dozens of times and said he couldnt do anything unless he caught them with a gun. My response was that he need to brush up on the law. The definition of hunting according to the law is shooting, chasing or otherwise disturbing wildlife. That would also mean if you have a dog chase a rabbit out of season in your own yard you could be found guilty of hunting! As states by the law....its chasing so it could be considered hunting.
I had much rather be tried by twelve than carried to my grave by six!!!!

Of course, you never let that stop you from being a smart-ass! I resemble that remark but it's beside the point. LOL! If there isn't a law against running your dogs across someone elses property then there should be. No way in hell should people have to put up with other peoples dogs ruining their hunts every weekend. That's not right and the fact that the dog doesn't know any better is not a valid excuse to allow it to continue. Guess I can start night hunting deer as long as I take a dog along with me. My excuse if caught? Well hell, the dog didn't know any better. See how lame that excuse sounds?

Yup, I guess it's a risk you'd take. I haven't hunted deer with dogs for 30 years, and I coon hunted until about 7 years ago, and I was pretty protective of my hounds. I'd say its dangerous business messing with someone's dogs.
If they are actually heading them onto your land on a regular basis it should be pretty easy to catch them, I know I paid a few trespass fines because my dogs didn't fall off a coon track when it crossed a property line. People being such asses about coons and frogs and such never made sense to me. I miss the time when people would hear your hounds at night at come out on a gravel road to listen to them with you till they treed, these days people are so afraid of the world around them they either call the cops or come out shooting if they see lights in the woods.

They turned out two packs of dogs on 67 acres. The dogs were killed 900 yards (over a half mile) from the property line. If true justice were served both parties should be prosecuted. They should arrest the dog hunter for simply being dumbasses. 67 acres, really?

You would have to be a sub-imbecilic moron not to realize that your dogs are going to run off a tract of land that small and onto someone else's place. Which means the truth of the situation is that they "JUST DIDN'T"T GIVE A S###." And there is the crux of the whole dog hunting controversy in Alabama right now.
