Negative, and you know that ain't what I mean. In fact, what I'm saying is that the opposite has become true by default. The sheer number of dog hunters, and the excessive amount of activity and pressure they impose, renders a PUBLIC land unusable to ANYONE ELSE BUT THEM. Oh sure, I'm free and able to hunt up there, but why?....it's a ruined wasteland of crowded muddy roads and deer-less woods. This is likely one of those issues where you can't understand the gravity of it if you aren't there yourself. I couldn't exaggerate enough to express how much landmass they assume on a near daily basis, and how much pressure they assert on the wildlife.
When a select group has such a large-scale negative impact that it literally becomes their own personal hunting club, then it's worthy of addressing. No joke, spend half a day next season riding that whole mountain, and you will sincerely feel like you are trespassing on the club of the world's largest dog hunting lease.
