Hasn't happened in any other state where dog hunting has been banned. Why would Alabama be different?

Texas outlawed dog hunting for deer in 1990. Seems to me that their hunting is better than it ever has been.
Any idea of a time frame, or an example of where it's happened in other states? There are only 9 states (all in the south) in the lower 48 left that allow dog deer hunting. Seems to me that hunting is flourishing where dog hunting is not allowed.
