We did a study several years ago in our Sunday School class on the book, Why Bad Things Happen to Good People. We concluded that no one can know why God allows anything that we consider bad to happen to anyone and that regardless of who is or is not affected by actions or events that we, as humans, consider bad, at some point in the process sin was involved and God, being Holy and Just, put his Word into action and let the "chips fall where they may", as it were. But we also discovered that without our free will as followers of Christ, there would be no Grace from the Father, no consequences for our actions and therefore, no need for salvation or resurrection.
