Most times the elements burn out while they're on ( kind of hard for something electrical to break while in the off position).
Go turn the oven on in the bake position. If the bottom element heats up, it is fine; in which case its the t-stat. Neither bake nor broil works...... Yeah, I saw that after I posted originally. I edited the post. Unless, other information has been posted while I am typing this, it seems like it's the bake/broil switch. If it's analog, it's relatively simple and inexpensive to fix. If it's digital, it would probably be on a circuit board.
I don't know nuthin', I just work here...
Ugh... Care bears...

Yek...Grab the element and wiggle it to make sure it's plugged up. They can come loose from taking things in and out.
Also most electric ovens have fuses...look in the broiler area or on the back under the metal cover.

Run a continuity check on the elements. They simply unplug in the back usually, they should show a dead short 0.0000000. If it shows open, bad element. Next Check the voltage going to the element should be 220, If those two are good, check voltage at the thermostat. Keep working backwards until you find where the voltage stops. Usually it's the element or thermostat, same with electric hot water heaters.

Got a repair man coming tomorrow to take a look at it. I pulled the back off of it and it looks like a space shuttle.
